B. Supihkanov, Deputy Minister of Agrarian Policy of Ukraine, and V. Voevodin, Chairman of The State Committee of Ukraine for Land Resources, reported on this issue.
Government representatives alerted Committee members to the fact that funding of State programmes for support of agri-industrial production, envisaged in the Law ‘On State Budget of Ukraine 2008 and amendments to Legislative Acts of Ukraine´, has not yet begun, and matters concerning the return of State debt (VAT) to agricultural manufacturers has not been resolved.
They took heed of the necessity for the Ministry of Agrarian Policy to increase expenditure towards funding the Programme of the development of milk cattle breeding, envisaging the concentration and specialization of milk production towards providing Ukraine´s Agrarian Fund with grain, wheat and sugar resources to back up the cattle breeding programme.
It was proposed that the Customs Tariffs and VAT repayments to agricultural enterprises and the population for sales of raw milk are retained throughout the transitional period. Expenditure towards execution of the Budget programme of partial reimbursement for the cost of complex machinery for home produce shall be doubled.
As a result of these deliberations, the Committee decided to recommend that The Cabinet of Ministers of Ukraine should take the relevant steps to promote the development of agri-industrial complex and land relations.
The Land Title State Acts shall be issued to all land share owners by the end of this year. Bills on the introduction of Land Market in Ukraine, and the usage and protection of land shall be prepared and laid before Parliament by 1 April 2008.
The People´s Deputies consider that matters relating to State Land Cadastre maintenance, and Property Title Registration, shall be adjusted by 1 April 2008, and the respective proposals laid before Parliament. Furthermore, funding of State programmes for support of agri-industrial production, envisaged by the Law of Ukraine ‘On State Budget of Ukraine 2009 and Amendments to Legislative Acts of Ukraine´ shall be opened by 1 March 2008.
The Committee feels that expenditure totalling UAH 100,000,000 shall be allocated from the State Budget General Fund towards updating of the Programme for reimbursement of expenses borne by agri-industrial complex enterprises for construction of social facilities in rural areas, etc.
